i hope this will answer any questions about what power AEG should be used at games organised by Airsoft-HK.
for players already playing with A-HK, you needn't get your weapon(s) chronoed as i don't believe anyone we're currently playing with has a weapon exceeding our power standard because no one has complained about over-powered weapons. this is mostly being implemented for new players joining our games.
after some research, i have concluded that our games should be played with AEGs powered at*:
outside: 380fps (approximately 1.3J) is recommended
outside: 400fps (approximately 1.5J) is accepted with Due Caution**
outside: 470fps (approximately 2J) for snipers - 20 meters firing range minimum; any closer, switch to secondary weapon
outside - CQC: 380fps (approximately 1.3J) single fire for smgs and rifles
inside - CQC: 330fps (approximately 1J) for handguns
as i have been told, Hong Kong law states that airsoft weapons cannot exceed 2J (470fps). only link i found regarding this was at Wikipedia, en.wikipedia.org/wiki/Legal_issues_in_airsoft#Hong_Kong. if anyone has any documentation or valid civil/government website, i would like it so that i could post it for reference information. at any rate, i think 2J is a good maximum power for sniper use only.
*several FPS to Joule converters were used and the figures are an estimate that was rounded based on 0.2g BBs.
** Due Caution means that any player with this level of power for their weapon should be more weary of the distance and location of aim when firing at an opponent; no headshots; no full auto - player can use single fire or semi fire burst shots (3-5 BBs per trigger pull); the 4 meters (13.12 feet) BINGO rule is applied - move to a safe firing distance; finger is off the trigger when running or sneaking around corners - do not shoot anyone under 4 meters because you were surprised

RedWolf Airsoft's Poor Man's Chronograph webpage is a great one showing you how to test your airsoft gun with a can. they are a reliable source of information. this is for your own reference and not as accurate as a real chronograph. past issues regarding using cans to test AEGs are moot because we wanna do it, not because we were told to do it by guests to our games.
